timing proceedure

Was out on Sunday and bike broke down. 2007 S2R 1000

After investigation found that a bolt had come out and dropped between lower pulley and timing belt. Damaged pulley and shredded both belts.
All parts on order.
The manual talks about setting timing with gauges/tools to hold valves in place/position while lower pulley is on timing mark.
Is there another way reset the timing by putting the lower pulley on mark and positioning valves in place without buying all the special tools listed.

any help would be appreciated
